The Admin team might have used connection override properties in LCM or promotion management. Also instead of that you can use relative url paths while developing dashboard in Data manger of Dashboard design. The web services then will automatically point to DEV or QA environment where it is going to be used. If you use absolute URL, you always need to modify web service URLs and export once again to BOE.
