It is not the problem with the way of creation. It is a bug. If possible try your self and let me know.
Here are the steps:
Try with efashion, My report have client data so cannot share info. Sorry for that.
Scenario 1:
1) Create sample report with State & Revenue ( Dimension & Measure )
2) Create a measure variable at the report level with Revenue
3) drag both into report and turn into pie chart
4) You cannot perform drill on the segments ( Pies ), only legend allows to drill.
Legend cannot accommodate more values instead show "..".

Scenario 2 :
1) Create sample report with State & Revenue ( Dimension & Measure )
2) drag both into report and turn into pie chart
4) You can perform drill on the segments ( Pies )
Note : 4 steps needs : enable drill mode
Looks like you have a problem in the way the variable is defined. If the variable will work in a simple table then it should work on a chart.
From your above statement, Can you explain what is the way to create a variable. am I missing something. In variable definition : Name, Qualification ( measure 100 %), Formula.
